Lynchburg District
The Lynchburg District of the Virginia
Department of Transportation is located in south- central
Virginia. There are approximately 750 employees in the district office,
26 area headquarters, sub-areas and equipment shops. They are
responsible for approximately 15,000 miles of primary and secondary
roads.
The mission of the Lynchburg District
Equipment Section, recipient of the PdM Program of the Year Award, is to
provide the operations group with maximum equipment availability,
performance to meet or exceed requirements, asset preservation to
maximize value, and related support services at the most efficient cost
effective means possible. They view the measure of a successful program
not as how many failures they fix but rather in the number of failures
that don’t occur.
Program Highlights:
This program is based on excellence
and there are many indications that they are in the top quartile for
maintenance and reliability programs. The maintenance team has obviously
put a great deal of time, money and effort into the lubrication and oil
analysis programs and that is benefiting the entire maintenance and
repair program.
Particularly impressive is the way
that they focused on the human side to evolved the program to gain
acceptance and confidence - thereby creating a more solid foundation and
increasing the likelihood of a sustainable program well into the future.
The use of metrics that everyone can agree on is also very impressive.
It is also beneficial that they have a plan to continue improvement with
implementation of higher level strategies for reliability.
